Rent estimate (per local area)
Per-local-area rent estimates are council-area-published rents multiplied by a local-area quality multiplier derived from EPC, IMD and house-price signals.

Limitations
What this score doesn't capture
- Estimated, not measured. Ground truth would require a per-postcode rental listing scrape — out of scope for v1.
- The multiplier is constrained between 0.7 and 1.4 to avoid extreme estimates in areas with thin data.
